LINEAMIENTOS PARA PASAJEROS VIAJANDO AL PERÚ EN VUELOS COMERCIALES
Desde el 1 de noviembre, el Gobierno peruano ha autorizado el ingreso de vuelos comerciales de hasta 8 horas de duración, entre los cuales se encuentran vuelos provenientes de las ciudades estadounidenses de Atlanta, Houston, Los Ángeles, Miami, Nueva York y Orlando.
A fin de continuar con los esfuerzos de reapertura y reactivación económica, preservando un adecuado control de la pandemia del COVID-19, se ha establecido el siguiente protocolo sanitario de cumplimiento obligatorio de los pasajeros que abordarán vuelos hacia el Perú:
Completar, 72 horas antes del vuelo, el formato electrónico de Declaración Jurada de Salud y Autorización de Geolocalización, en el cual se debe precisar la información personal del pasajero, los datos del itinerario de viaje, los datos del domicilio y el detalle de antecedentes de salud. Como parte de la referida Declaración Jurada, se consentirá un compromiso para registrar diariamente, durante 14 días, su autotriaje en un aplicativo del Ministerio de Salud del Perú.

Contar con un certificado de resultado negativo de prueba RT-PCR o prueba antigénica, con hasta 72 horas de antigüedad de emitido el resultado. El formato electrónico de Declaración Jurada solicitará adjuntar dicho documento en formato PDF o imagen.
Viajar con copias impresas de la Declaración Jurada y el Certificado de Resultado Negativo. La aerolínea confirmará que se cuenta con dichos documentos antes del vuelo y estos serán solicitados por las autoridades peruanas en el aeropuerto.

GUIDELINES FOR PASSENGERS TRAVELING TO PERU ON COMMERCIAL FLIGHTS
Since November 1st, the Peruvian Government has authorized the entry of commercial flights of up to 8 hours, among which are flights from the U.S. cities of Atlanta, Houston, Los Angeles, Miami, New York, and Orlando.
Fostering our efforts to reopen and reactivate the economy, while preserving an adequate control of the COVID-19 pandemic, the following sanitary protocol has been established as mandatory for passengers traveling to Peru:
To complete, 72 hours before the flight, the electronic format of Health Sworn Statement and Geolocation Authorization, in which personal information of the passenger, data of the travel itinerary, data of the address, and details of the health record will be required. The Sworn Statement includes a commitment to register daily, for 14 days, your self-triage information in an application of the Ministry of Health of Peru will be consented.

To have a negative RT-PCR or antigen test result certificate, up to 72 hours old from receiving the result. The electronic format of the Sworn Statement will request to attach this document in PDF or image format.
To travel with printed copies of the Sworn Statement and Negative Result Certificate. The airline will check these documents before the flight and they will be requested by the Peruvian authorities at the airport.

US INVITED TO PARTICIPATE IN INVESTMENT PROJECTS IN PERU
On December 6, 2019, the Authority for Reconstruction with Changes (ARCC) announced during a ceremony in Lima, the launching of its project portfolio for an estimated amount of US$ 1.6 billion (5,600 million soles). The investment projects focus mainly on interventions in 17 rivers along the coast, 5 streams and 7 storm drains; as well as the reconstruction of infrastructure for the Education and Health sectors (Schools and Hospitals).
Representatives of the Embassies of the United States, Netherlands, United Kingdom, Germany, France, Sweden, Canada, Austria and Australia were invited to participate in this event, in recognition of their excellent integrity standards, proven experience in managing large projects, and transparent institutions and accountability systems.
The Executive Director of the ARCC, Ms. Amalia Moreno, said that this ceremony marks the beginning of the evaluation of proposals and technical negotiations to accelerate the implementation of the Comprehensive Plan for Reconstruction with Changes (PIRCC). Candidato de Perú a la OEA promete sacar a Venezuela del centro de la agenda
Hugo de Zela afirma que, de ser elegido, se centrará en “descomprimir” la agenda y dar prioridad a otros temas de interés regional que, a su juicio, la organización ha dejado en segundo plano por atender la crisis venezolana.
La excesiva presencia de Venezuela en el debate regional y la ausencia de la OEA en las crisis latinoamericanas de este año son dos factores cruciales que el diplomático peruano Hugo de Zela promete cambiar si llega a liderar el organismo continental.
Así de contundente se declara De Zela en una entrevista con Efe, tras anunciar que entra en la contienda por el liderazgo de la Organización de Estados Americanos (OEA), frente al actual secretario, Luis Almagro, y la ecuatoriana María Fernanda Espinosa, quien también manifestó recientemente su aspiración.
De Zela, que ha ejercido como vicecanciller, jefe del Servicio Diplomático peruano y embajador en Argentina, Brasil y en Estados Unidos, afirma que, de ser elegido, se centrará en "descomprimir" la agenda y dar prioridad a otros temas de interés regional que, a su juicio, la organización ha dejado en segundo plano por atender la crisis venezolana.
En la entrevista, el diplomático peruano, que considera que va por un "buen camino" para lograr el respaldo necesario de 18 de los 34 Estados que son miembros activos de la OEA, detalló sus prioridades y los retos de la organización ante la convulsa situación en Latinoamérica.
Hay que "descomprimir" la agenda regional
PREGUNTA.- ¿Por qué presenta su candidatura a la Secretaria General de la OEA?
RESPUESTA.- Tengo varias razones. La primera es que creo que la organización tiene que recuperar el papel de foro de concertación, de encuentro entre los países de la región para buscar soluciones a los problemas. Ese es un papel de la OEA que no está siendo muy activo en los últimos años y yo quisiera contribuir a que eso cambie.
Se necesita también reactivar el diálogo entre la Secretaria General y los países miembros para fijar los objetivos de trabajo.
La tercera razón tiene que ver con la necesidad de combinar el trabajo de la promoción y defensa de la democracia y los derechos humanos con los temas de desarrollo y seguridad.
P.- Bajo ese marco, ¿cuál sería la agenda que propone si llega a ser el titular la OEA?
R.- La agenda es bien simple. No tengo una agenda propia, tengo la que tienen los países. Necesito hacer viable un mecanismo para que los países sean escuchados, puedan expresarse y sean ellos los que fijen los objetivos de la organización. Eso no está ocurriendo ahora y esa es una de las razones por las que la OEA recibe tantas críticas.
P.- En ese camino, se ampliaría la agenda...
R.- Sí, definitivamente hay que descomprimir la agenda. Se necesita dar atención a otros temas. No puede ser únicamente Venezuela. He percibido que ya hay un cansancio en la región.
Por ejemplo, los países del Caribe han alertado que constituyen un grupo que también tiene necesidades y no podemos continuar con una organización que solo se dedique a un tema, con un monotema.
Acción de la OEA en la convulsa Latinoamérica
P.- Son tiempos convulsos en Latinoamérica. ¿Ve un patrón en la situación al que deba responder la OEA?
R.- Un patrón común es la violencia. Lo segundo común es que la forma de solucionar los problemas es a través del diálogo y para eso la organización debe ser un líder. Se habrá visto que en varios de esos casos la organización ha estado ausente y eso no puede ocurrir. No quiero que pase en mi etapa.
En Ecuador, por ejemplo, estuvo Naciones Unidas (con un equipo que viajó al país entre octubre y noviembre para investigar presuntas violaciones de derechos humanos cometidas durante las recientes protestas), no el organismo regional. Eso es una pena.
P.- Con ese panorama, ¿cuáles serían los retos?
R.- Bueno, hoy lo que está ocurriendo es un esquema en el que hay una polarización excesiva. Normalmente los posicionamientos de los principales actores políticos son en un extremo o en el otro del espectro. Lo que quisiera es tratar de colaborar para tener más puntos de encuentro. Eso es lo que falta hoy en día en la región.
El problema es que no tenemos un liderazgo que busque puntos de encuentro sino más bien contribuciones a esa polarización.
P.- Entonces, ¿básicamente quiere ser el candidato del consenso?
R.- Por supuesto que sí. A veces me preguntan que si estoy postulando contra Almagro y yo no estoy postulando contra él, sino a favor de un cambio en un método de trabajo, a favor del diálogo y del encuentro entre los países. En las conversaciones que he tenido con gran parte de los países miembros se siente la necesidad de que la organización impulse el diálogo y el encuentro, y yo voy en respuesta de esa necesidad.
Se necesita una reforma en la OEA
P.- En los últimos años se ha hablado de una crisis de credibilidad en la OEA, ¿cree que se necesita una reforma en la organización?
R.- No tengo duda de que se necesita una reforma que requiere tres elementos: establecer un mecanismo que permita que los países, que son los dueños de la OEA, fijen los objetivos de la organización.
La OEA sirve para que las naciones se pongan de acuerdo, fijen objetivos y la Secretaria debe proporcionar propuestas de acción y liderazgo para que esas metas se concreten. Eso no está pasando en la actualidad y es algo que tiene que ocurrir.
En segundo lugar, se necesitan objetivos que, en última instancia, sean en beneficio de la población. No se puede continuar pensando que la democracia se defiende solo haciendo declaraciones. Se necesitan resultados, la gente tiene que darse cuenta de que la organización tiene utilidad para ellos.
Una cosa importante en ese sentido son los proyectos de desarrollo. Por ejemplo, los países del Caribe sufren constantemente por el cambio climático y por los desastres naturales, y ese es un tema que ni siquiera se está discutiendo en la organización y allí tenemos algo concreto, directo, para el beneficio de un grupo importante de países.
Venezuela, Cuba y Nicaragua
P.- En el caso puntual de Venezuela, ¿cuáles son las acciones inmediatas que se deben tomar?
R.- Debemos procurar crear unas condiciones para una solución que tenga estas características: que sea una solución venezolana para un problema de los venezolanos. No podemos pretender imponerles una solución.
Segundo, una solución que plantee el uso de la fuerza es absolutamente inviable, porque lo único que provocaría es más muertes y violencia.
En tercer lugar, el punto de partida es que el pueblo venezolano pueda expresarse y elegir a quién quieren ellos que gobierne su destino.
P.- Usted fue dos veces jefe de gabinete en la OEA, una de ellas con José Miguel Insulza (2005-2015), con quien se levantó la suspensión a Cuba. ¿Continuará el proceso de integrar a la isla en la OEA?
R.- La situación específica de Cuba es que los países miembros de la OEA decidieron invitar a Cuba a volver a la organización y Cuba no mostró ningún interés en hacerlo. Si no hay voluntad de una de las partes, pues no hay nada que hacer.
P.- Otro de los países en un proceso vinculado con la OEA es Nicaragua. Con el objetivo de hallar una solución pacífica a la crisis, el organismo creó una comisión que ya anunció que el Gobierno se había opuesto a dialogar, lo que abre la puerta a la aplicación de la Carta Democrática Interamericana para suspender al país del organismo. ¿Qué se espera sobre esa nación?
R.- En Nicaragua hay evidentemente dos tipos de preocupaciones: la violencia reciente, por manifestaciones reprimidas, uso excesivo de la fuerza, es un tema que hay que atender, un tema sobre el que la CIDH (Comisión Interamericana de Derechos Humanos) ha expresado preocupación, que es muy válida.
Y lo otro es el proceso político interno, que tiene permitir la expresión de la voluntad popular. Lo que no se puede pretender es que un país se gobierne sin atender lo que el pueblo piensa.
Bolivia y el papel de la OEA
P.- Bolivia atraviesa una crisis tras las elecciones del 20 de octubre, que se acentuó con el informe de la OEA sobre irregularidades en esos comicios y la renuncia del presidente Evo Morales...
R.- Yo veo dos etapas en esa crisis. Una primera en la que se estimuló a Evo Morales a presentarse a la reelección y una segunda, cuando hubo los problemas electorales.
En la segunda fase la OEA obró bien, se produjo un informe que puso en evidencia ciertas irregularidades.
Hoy en día estamos en una situación correcta y positiva porque tenemos un Gobierno de transición que está haciendo lo que tiene que hacer: convocar elecciones y asegurar que se lleven a cabo bajo todos los estándares normales internacionales y por lo que tengo entendido va a haber una misión de observación electoral.
P.- ¿Entonces en la primera etapa se cometió un error al respaldar la reelección de Morales?
R.- Eso fue lo que ocurrió. Y creo que los acontecimientos demuestran que no fue la mejor idea.
Peruvian candidate for OAS Secretary General highly committed to democracy

The candidacy of Ambassador Hugo de Zela to the General Secretariat of the Organization of American States (OAS) is the best option for this hemispheric forum and constitutes a legitimate aspiration of Peru to hold that position, said international relations expert Fabian Novak.
"It is the opportunity for Peru to occupy for the first time the top position in the Organization of American States. This candidacy is an absolutely legitimate aspiration," Novak expressed.
The country, he said, not only managed to consolidate the best candidacy that any member state could present. It is also the one that stands out the most among all that are available at the moment.
"There are several characteristics and advantages that De Zela presents to all countries, not only to Peru," Novak told Andina news agency.
First, he was twice the Chief of State of two Secretaries-General: João Clemente Baena Soares and Jose Miguel Insulza. "In both cases, Ambassador De Zela did an outstanding job."
"Secondly, he was one of the OAS officials who had to start the famous Electoral Observation Missions, but also the creation of the Unit for the Promotion of Democracy."
Commitment
"Therefore, we are seeing a diplomatic official who has been highly committed to promoting democracy in the region," he said.
The internationalist also deemed as "very valid" certain objectives that the Peruvian candidacy currently addresses. "The first is the search for consensus. It is important in a region that has long been divided."
"Secondly, the fact that the reform of the Secretariat General has been proposed is also extremely important," he added.
Peru presented the candidacy of the current Ambassador to the United States for the elections that will be held on March 20, 2020. The term in office is five years.

El Presidente de la República del Perú, Martín Vizcarra, en reunión celebrada hoy en la sede de la Cancillería, presentó a los países de la región la candidatura del embajador Hugo de Zela Martínez al cargo de Secretario General de la Organización de los Estados Americanos (OEA), en las elecciones que se llevarán a cabo el 20 de marzo de 2020. La candidatura peruana tiene el objetivo de contribuir al fortalecimiento de la Organización como una instancia de diálogo, generadora de consensos, y que contribuya a encontrar soluciones efectivas a los principales conflictos que aquejan al hemisferio.
El Jefe de Estado expresó, ante los embajadores de países miembros de la OEA acreditados en el Perú, que esta iniciativa responde a la vocación integracionista, unitaria y concertadora que orienta la posición peruana en el sistema interamericano desde sus orígenes, y a la necesidad de fortalecer la acción diplomática de la Organización para la atención efectiva de los asuntos prioritarios que competen a la vecindad continental, en un contexto regional marcado por la polarización.
El Ministro de Relaciones Exteriores del Perú, embajador Gustavo Meza-Cuadra, resaltó que la trayectoria diplomática de más de 40 años del embajador De Zela, ejercidos en la Cancillería peruana y en el ámbito de la OEA, así como su reconocida capacidad de negociación para la solución pacífica de conflictos en el hemisferio, son garantía de que cuenta con la capacidad profesional requerida para cumplir a cabalidad las exigencias de este alto puesto.
Destacó, en este sentido, su labor como Representante Permanente del Perú ante la OEA, Jefe de Gabinete de dos Secretarios Generales de la Organización, gestor de la unidad que institucionalizó las misiones de observación electoral de la OEA, además de encargado de verificar el proceso de pacificación centroamericano y de las crisis políticas de Haití y Guatemala. Resaltó también su labor como Viceministro de Relaciones Exteriores y Jefe del Servicio Diplomático del Perú, así como embajador del Perú en Argentina, Brasil y Estados Unidos.
El Perú le asigna la mayor importancia a esta candidatura que, con el consenso y apoyo de los países del continente, haría posible que por primera vez un peruano ejerza el cargo de Secretario General de la Organización de Estados Americanos.

Mining investment in Peru totaled US$1.193 billion in the first quarter of 2019, thus increasing 37.1%, the Energy and Mines Ministry (MEM) has informed.
According to the government institution, mining investment amounted to US$870.5 million between January and March 2018.
For its part, privately-run National Society of Mining, Oil, and Energy (SNMPE) indicated Ica region received US$236.1 million in the first quarter of 2019, thanks to the construction of Mina Justa (Marcobre). Thus, it ranked first among national regions.
Furthermore, it reported this region registered an investment worth US$90.8 million in March this year, a 64.4% increase compared to the same month in 2018 (US$55.2 million).
