Peruvian President Martin Vizcarra has presented to the region's countries the candidacy of Ambassador Hugo de Zela for the position of Secretary-General of the Organization of American States (OAS) in the elections that will be held on March 20, 2020.
purposes
- The Peruvian candidacy has three essential purposes:
To recover the role of the OAS as responsible for promoting regional dialogue and the search for consensus through the use of different methods of conflict resolution.
Strengthen joint action between the OAS General Secretariat and the member states and other international and regional entities to address problems in a concerted manner for the benefit of the peoples of the region.
Restructure the OAS General Secretariat in order to make it more effective and articulated with the diverse needs and interests of the OAS member states.
about the ambassador
Ambassador Hugo de Zela currently serves as Peruvian Ambassador to the United States. A career diplomat with 42 years of service, he has served as permanent representative to the Organization of American States (OAS), Peru's Ambassador to Brazil and Argentina, Peru's national coordinator in the Rio Group, as well as a member of Peru's delegation in border negotiations with Ecuador (1997-1998).
He has also served as chief of staff of the General Secretariat of the Organization of American States on two occasions (1989-1994 and 2011-2015).
Ambassador Hugo de Zela was in charge of the Unit for the Promotion of Democracy, supervising elections in the region. He was representative and advisor at the OAS for the Central America crisis and its pacification process.
PERU AT THE OAS
The OAS is a privileged space for debate on issues that fall within the competence of the continental neighbourhood. It allows the convergence of our peoples to face the challenges that the inter-American reality imposes on us.
Our country has always responded to an integrating, unitary and concerted vocation in the hemisphere. In this sense, outstanding Peruvian personalities took part in the convocation of the Amphictyonic Congress of Panama in 1826 and, in addition, Lima was the venue of the American Congresses that took place between 1847 and 1848, as well as between 1864 and 1865, at a time described as "the romantic period of Americanism". Likewise, Peru was present at the First Pan American Conference of 1889, and at the adoption of the Charter of our Organization in 1948.
