WHAT TO DO IF YOU ARE AN AMERICAN CITIZEN STRANDED IN PERU

The imposition of various travel restrictions and border closures across the globe is unprecedented, and we know there are many questions about how these developments affect Americans currently overseas and those with planned international travel.

The State Department is advising Americans to avoid all international travel at this time. A number of countries have suspended all international air travel, and more may follow suit.

The State Department has created a 24-hour public hotline for Americans abroad who are impacted by the COVID-19 crisis.

For callers in the U.S. and Canada, the number is 888-407-4747. For those dialing from overseas, the number is 202-501-4444. Travelers are also strongly encouraged to enroll in the State Department’s Smart Traveler Enrollment Program to receive alerts and make it easier to locate them in an emergency.

On March 16, a “State of National Emergency” came into force in Peru for a period of 15 days, ordered by the Peruvian Government to face the COVID-19 challenge in the best possible way.

This provision meant the suspension or limitation of certain Constitutional Rights, such as freedom of movement and freedom to assemble, as well as restrictions for entry into and exit from Peruvian territory.

Considering the urgency of this executive order and the need for a number of citizens to return to their country of residence, on March 17, the Government of Peru adopted a temporary regulation to authorize exceptional repatriation flights. Thanks to this measure, thousands of foreign citizens in Peru have been able to return to their homes around the world, and hundreds of Peruvians abroad have returned to Peru.

However, due to the rapid and continuing spread of COVID-19 in Peru (more than 260 cases and 4 deaths), on Friday, March 20, the Peruvian Defense Minister, Walter Martos, announced the need to implement more severe measures, highlighting among them: the decision of the Government of Peru to close all borders and airports by Sunday March 22, suspending for the moment and until further notice, the programming of exceptional passenger flights to Peru.

We invoke the understanding of Peruvian citizens harmed by these circumstances. The Embassy and Consulates of Peru in the United States will make every effort to collaborate and attend, to the extent of our possibilities, the needs of Peruvian nationals affected by this transitory measure.
